HCS/SB 478 - This act modifies provisions relating to educational institutions.

MISSOURI COURSE ACCESS PROGRAM (Sections 161.670 & 167.121): This act changes the Missouri Virtual Instruction Program (MOVIP) to "The Missouri Course Access Program" (MCAP) and allows any K-12 student to enroll in MCAP courses, to be paid by the school district or charter school the student is enrolled in, if the student has attended such school for at least one semester immediately prior and the course or its substantial equivalent is not available in the school district or charter school or there is a scheduling conflict.

A student's home district shall pay the costs associated with MCAP courses up to the equivalent of a full-time student, under specified conditions. No school district or charter school shall pay, for any once course, more than 14% of the state adequacy target. A student that is enrolled in MCAP and does not meet the requirements for the costs to be paid by the district or charter school shall pay the costs for any course directly to MCAP.

The act requires the State Board of Education to provide an easily accessible link for course vendors on the MCAP website, allows anyone to submit courses for approval, and requires vendors to accept monthly payments for students enrolled in their courses.

These provisions are similar to provisions contained in SCS/HCS/HB 138 (2017), HCS/SCS/SBs 300 & 306 (2017), HCS/SB 434 (2017), and SCS/SBs 327, 238 & 360 (2017).

KANSAS CITY PUBLIC SCHOOL BOARD (Section 162.492): This act modifies the initial terms of directors elected to the Kansas City Public Schools school board in 2019, such that the terms of office of directors are staggered. One at-large director and the directors of subdistricts one, three, and five shall be elected to an initial two-year term. The other at-large director and the directors of subdistricts two and four shall be elected to a four-year term. In subsequent elections, all directors shall be elected to four-year terms.

These provisions are identical to SCS/SB 93 (2017) and identical to provisions contained in CCS/HCS/SB 283 (2017), SCS/HCS/HB 353 (2017), HCS/SCS/SBs 300 & 306 (2017), HCS/SB 434, and SCS/SB 587 (2017).

STUDENT PERSONAL INFORMATION DATA (Section 162.1475): This act requires that in the event of a breach of data maintained in an electronic form that includes personal information of a student, the school district shall notify the parent or legal guardian of the affected student. Notification of the breach shall also be sent to the Department of Elementary and Secondary Education and the State Auditor.
