SB 305 - This act modifies provisions of law relating to lobbyist expenditures.

DEFINITION OF EXPENDITURE: (SECTION 105.470 (3))

The act exempts the following from the definition of expenditure:

• Any item, service, or thing of value transferred to any person within the third degree of affinity of the transferor which is unrelated to any activity of the transferor as a lobbyist; and

• Any plaque or award that signifies the honorary recognition of a service or other notable accomplishment, provided such plaque or award does not exceed $50.

GROUP EXPENDITURE REPORTING: (SECTION 105.473.3(2)(D))

The act modifies the group reporting requirements for lobbyist disclosure reports. Under this act, expenditures are only permitted to be reported as a group if the occasion takes place in Missouri and any of the following are invited in writing or by electronic means at least 72 hours in advance:

• All members of the Senate;

• All members of the House of Representatives; or

• All members of the General Assembly; or

• All statewide elected officials.

Such invitations may or may not include staff and employees.

EXPENDITURE LIMITS: (SECTION 105.473.14)

The act prohibits lobbyists, lobbyist principals, and people acting on behalf of lobbyists and lobbyist principals from making any expenditure on behalf of any public official or such public official's staff, spouse, or dependent children in excess of $10 on any one calendar day.

Lobbyists, lobbyist principals, and persons acting on behalf of a lobbyist or lobbyist principal are prohibited from combining or joining in making any payment for an expenditure for a single occasion.

This act is similar to HB 60 (2017) and SS#2/SCS/HB 2166 (2016).
