SB 166 – This act transfers all powers, duties, and functions vested in the board of trustees of the Missouri Consolidated Health Care Plan ("board") to the Office of Administration beginning January 1, 2018. The powers, duties, and functions are transferred via a Type I transfer. Under a Type I transfer, all powers, duties and functions of the existing department, agency, or board are transferred to the new department and the director may fully assimilate the agency into the department and has full discretion over budget, personnel and the assignment of functions. The board shall continue its existence in an advisory capacity to the Office of Administration for matters relating to state and public employee health insurance.

Beginning January 1, 2018, the Missouri Consolidated Health Care Plan shall be under the management of the Office of Administration. Prior to that date, the board shall perform all acts necessary to transfer the administrative control of the Missouri Consolidated Health Care Plan to the Office of Administration. On and after January 1, 2018, the board shall serve in an advisory capacity to the Office of Administration.

The act repeals several provisions of law relating to the board's current administrative powers such as the appointment of an executive director (103.014), and the setting of employee salaries (103.019). The act also makes several statutory reference changes by replacing the term "board" and "executive director" with the term "office of administration". This act, except for Section 103.010, is effective January 1, 2018.

This act is substantially similar to SB 966 (2016).
