JEFFERSON CITY — Missouri senators debate three ethics reform proposals: House Bill 1979 relates to elected officials becoming lobbyists; House Bill 2166 pertains to a gift ban, and has been set aside for further debate; and House Bill 2203 relates to campaign finance.
