Enhancing Missouri’s Wireless Infrastructure
During the 2018 legislative session, both houses of the Missouri General Assembly worked together to approve a bill that paves the way for the modernization of the state’s wireless infrastructure. House Bill 1991, signed into law by the governor’s pen, makes it easier for internet and telecommunications providers to install so-called “small cell” facilities to expand their coverage. These facilities won’t interfere with landowners’ property rights; this bill only authorizes them to be placed on utility poles erected under previous right-of-way agreements.
The bill was carefully composed to protect pre-existing rights while bringing Missouri’s wireless infrastructure into the 21st century. House Bill 1991 honors landowners’ interests while creating a new route for providers to deploy the next generation of wireless technology: 5G networks.
In the modern economy, it’s becoming increasingly important to invest in fast, reliable wireless technology. On the corporate side, companies want to know the infrastructure their business relies on will work the way it should. On the individual side, ordinary citizens often need a secure wireless connection to get their jobs done, especially if they work remotely or have to travel frequently. Both groups have an interest in keeping our wireless infrastructure up to date and responsive to the needs of a modern-day Missouri.
I support this measure because I know it serves the best interests of not just rural Missourians, but everyone who lives and works in our state. I specifically call this bill an investment, because I know it will pay off down the road, creating new jobs and attracting economic activity.
