JEFFERSON CITY — Most new Missouri laws take effect on Aug. 28. Among these is Senate Bill 954, a new law that allows people found guilty of certain offenses of unlawful use of a weapon to expunge that record. Other laws — such as Senate Bill 564, which modifies provisions relating to public utilities — took effect upon the governor’s signature, because of an emergency clause contained in the legislation.
