SCR 37 - This concurrent resolution applies to the United States Congress, under the provisions of Article V of the United States Constitution, for the calling of a convention of the states for the limited purpose of proposing amendments to the U.S. Constitution that impose fiscal restraint on the federal government, limit the power and jurisdiction of the federal government, and limit the terms of office for federal officials and members of Congress. This application repeals and supercedes the application for an Article V Convention adopted by the General Assembly in SCR 4 (2017).

This concurrent resolution creates procedures for the appointment of commissioners to a convention called under Article V of the United States Constitution pursuant to this resolution. The resolution calls for such commissioners to be appointed by the General Assembly and creates a Joint Legislative Committee to submit names to the General Assembly to be considered for appointment. The Joint Legislative Committee shall also submit instructions governing the duties of the commissioners at the convention to the General Assembly for its approval.

Provisions of this resolution are similar to SCR 15 (2019).
