The Missouri Senate is seeking a courtesy resolution writer to prepare commemorative documents and other media for members of the Missouri Senate and staff. The position requires candidates to possess excellent creative writing, grammar, language organization and time management skills. Applicants should have experience writing on numerous topics including: military, personal achievements, retirements, sports and other notable achievements. Ideal candidates will possess a degree in communications or English and/or a minimum of three years’ experience as a writer. Candidates should be proficient with WordPerfect software in a Windows PC based operating system while working in a fast-pace and demanding environment. GENERAL COUNSEL TO THE JOINT COMMITTEE ON ADMINISTRATIVE RULES
DEFINITION:
This is an advanced professional position providing legal advice on matters relating to the Joint Committee on Administrative Rules. In giving such legal advice, the General Counsel will serve in an attorney/client relationship to Committee and members of the General Assembly. This position works under the general supervision of the Joint Committee on Administrative Rules.
DUTIES AND RESPONSIBILITIES:
The General Counsel shall be responsible for the day to day operation of the office of the Joint Committee on Administrative rules, shall ensure personnel are available for filing of rules during normal business hours, and shall be responsible for providing supervision and directing the work of any other staff members. The General Counsel shall provide legal opinions to the Committee regarding rules that come before them. The General Counsel shall monitor rules filed with the Committee, interact with agencies and the Secretary of State’s Office concerning rules before the Committee, interact with constituents who seek to bring issues before the Committee for consideration, interact with members of the General Assembly on rules issues, and monitor and draft legislation relating to rules as requested by the Committee and members of the General Assembly. The General Counsel shall also perform such other duties as the Committee may direct.
ESSENTIAL KNOWLEDGE AND ABILITIES:
- Advanced knowledge of general public policy.
- Advanced knowledge of the rulemaking and legislative process.
- Ability to communicate effectively verbally and in writing.
- Ability to instruct and advise Committee legal matters pertaining to the operation of the Committee.
- Ability to work well with people including elected officials and their staff in a pressure-filled environment.
- Ability to work on sensitive issues, maintaining professional standards of confidentiality to the Joint Committee on Administrative Rules and when not in conflict, with other members of the General Assembly.
- Ability to establish and maintain effective working relationships.
TRAINING AND EXPERIENCE:
A law degree from an accredited school of law and membership in good standing in the Missouri Bar. Three years experience in legislative and/or administrative rulemaking matters. This candidate must have demonstrated a high level of organizational skills and the ability to deal with sensitive issues.

DESCRIPTION:
In preparation for the implementation of a statewide Enterprise Resource Planning (ERP) software solution, including functionality for budget development, financial management,
procurement, human capital management (HR), and payroll, the General Assembly is seeking a highly experienced accountant. The primary duties of this position are to: assess the needs of the General Assembly with respect to the ERP system, participate in the development of and assessment of proposals for the software and integration of said software, and advise the Senate and House of Representatives on all matters related to the system. This is a non-partisan full-time temporary staff position and is eligible for Missouri state employee benefits. The position is expected to remain active and filled for period of at least 5 years and 6 months, and may be extended subject to the needs of the General Assembly and pace of software procurement, implementation, and training. The position will report jointly to the Director of the Senate Appropriations Division and the Director of the House Appropriations Division.
RESPONSIBILITIES:
The Accounting Executive position is responsible for representing the General Assembly in all matters related to the Enterprise Resource Planning (ERP) system. This includes, but is not limited to: assessing current General Assembly accounting and statewide budgeting procedures; querying staff directors for their needs with respect to integration of the new ERP system; formulating requirements for the ERP implementation that serve the General Assembly’s needs, serving on the state evaluation team for software and integration proposals; liaising with high-level officials in state government and other members of the statewide evaluation team; and training General Assembly staff during and after implementation of each phase of the ERP system.
QUALIFICATIONS:
Graduation from a college or university, with a Bachelor’s degree in public administration, business administration, or accounting required. Applicants must have at least 15 years of total state experience working regularly within any combination of the state’s current systems that the ERP system would replace – SAMII Financial and SAMII HR, budget (BRASS), and procurement (Missouri Buys). With the exception of Missouri Buys, the incumbent should have at least three years of experience working in each of the above-referenced current systems. CPA or CGFM certification is required. Advanced degree preferred. Experience with the current statewide ERP process highly preferred. Applicants must have the ability to remain objective, nonpartisan, and professional regarding all legislative and procurement matters and work well under pressure with minimal supervision.
