In recent years, we have seen violent crimes become more prevalent in the metropolitan areas of Missouri, namely St. Louis, Kansas City and Springfield. As a result, citizens have started to ask for help from state lawmakers. Now, the Legislature is answering the call, albeit with what I believe is attention to the real criminals and not a “one size fits all” approach.
In my opinion, Senate Bill 600 is designed to keep dangerous felons off our streets. The bill adds to the definition of “dangerous felony” the offense of armed criminal action, the offense of conspiracy to commit an offense and the offense of vehicle hijacking when punished as a Class A felony.
Senate Bill 600 also seeks to end probation for serious crimes, including second-degree murder. We have to enforce the law evenly, and not use any excuses to keep someone from paying the necessary penalty for crimes committed. Clearly defining those offenses that need higher levels of punishment is one way toward this goal. This measure also addresses gang violence, something that was mentioned numerous times during an interim committee last year on public safety.
I believe the goal of this legislation is to crack down on the worst offenders, without intruding on the rights of those who do not break the law. Senate Bill 600 is making its way through the Missouri Senate, and still has many steps to take before it could be delivered to the governor. I hope my colleagues will give the bill serious consideration as we move through the 2020 legislative session.
