Governor Signs Fresh Start Act into Law
On Monday, July 6, I was honored to be present when Governor Parson signed House Bill 2046 into law. House Bill 2046 included my Fresh Start Act legislation, Senate Bill 647, which removes barriers to employment for those with a non-violent criminal conviction.
The Fresh Start Act states that an individual cannot be disqualified from practicing in an occupation that requires a license solely or in part because of a previous conviction of a non-violent crime, unless the crime is directly related to the responsibilities and duties of the licensed occupation.
This legislation is about second chances and giving people access to a better life. There are many talented individuals who wish to find meaningful employment after they have served their sentence. I believe it is difficult enough for individuals with convictions to re-enter society and find a job. As a state, we should not be putting roadblocks in the way of our citizens’ ability to provide for their families and live productive lives.
I am grateful the governor signed HB 2046 in law. The Fresh Start Act will help provide thousands of people access to careers that previously would not have been available to them. They will be able to re-enter society and find a career they are passionate about, while providing for their families. I look forward to seeing this legislation improve the lives of so many deserving Missourians.
