SB 531 - This act establishes the "Personal Health Matters Act." Subject to appropriations and beginning January 1, 2023, the Department of Social Services shall establish a program to provide low-income participants with monthly financial assistance for the purchase of period products, diapers, and incontinence products. To be qualified, a participant shall be eligible for or receiving Supplemental Nutrition Assistance Program (SNAP) benefits and shall be within the average age range, as determined by the Department in rule, for persons who are menstruating, infants and toddlers who are not toilet-trained, or persons with incontinence. Persons outside the requisite age range who are otherwise eligible may qualify for assistance based on need. The program shall expire on August 28, 2027, unless reauthorized by the General Assembly. This act also creates a tax credit for persons who donate to the program in an amount equal to 50% of the taxpayer's contribution, not to exceed the taxpayer's state tax liability. A credit that cannot be claimed in the tax year the contribution was made may be carried over to the next three succeeding years until the full credit is claimed. Donations shall be deposited in the "Personal Health Matters Fund" and used to administer the program.
