Senate Substitute

SS/SB 78 - This act creates new provisions establishing hiring preferences for current or former members of the Missouri National Guard for purposes of state employment. Specifically, in filling any position of state employment in a state agency, the appointing authority or employing agency shall offer an interview to every applicant who is or was a member of the Missouri National Guard and meets other specified criteria.

These provisions are identical to provisions in the perfected SS/SCS/SB 120 (2021), HB 649 (2021), and HB 1491 (2020).

The act also creates a new unlawful discriminatory practice under the Missouri Human Rights Act. Specifically, the state is prohibited from discriminating against any person on the basis of sexual orientation or gender identity in the case of employment.
