HCS/HB 1489 - This act modifies provisions relating to intoxicating liquor.

This act provides that a retailer licensed to sell intoxicating liquor shall not require any seal that has been affixed to a bottle or package of intoxicating liquor to be broken or torn before a consumer who purchases the intoxicating liquor is permitted to carry out the liquor from the premises.

Additionally, this act provides that people who are at least 18 years old may carry out intoxicating liquor to a purchaser's vehicle in a parking lot adjacent to the premises, so long as the sale was made inside the business by someone at least 21 years old.

Finally, this act adds that a wholesaler may deliver distilled spirits to any unlicensed person or licensed retail dealer who is a charitable or religious organization.
