SB 318 - This act creates the "Empowering Missouri Parents Act." Under this act, no school district shall deny to the parent or guardian of a minor child certain rights. Such rights include the right to transparent access to school and school district curricula and lesson plans, academic performance information, financial information, and contract negotiations between the district and labor organizations, as well as the right to choose existing educational options that best suit the learning needs of their child, the right to opt their child out of classroom for presentations with which they disagree, the right to control their child's likeness in district materials, and the right to control their child's health and identifying markers. Any person denied one of these rights may bring a civil action for injunctive relief. The Attorney General may also bring a civil action for injunctive relief. If a school district is found to have violated this act, the Department of Elementary and Secondary Education may withhold up to fifty percent of the state aid due to such district for the following school year.
