HB 282 - This act modifies provisions relating to concealed carry permits.

FIREARMS ON PUBLIC TRANSPORTATION SYSTEMS (Section 70.441, 571.107, 577.703, & 577.712)

Under current law, a person is prohibited from boarding a bus with a dangerous or deadly weapon or from carrying such a weapon into any bus terminal. In addition, weapons may not be carried on any facility or conveyance used for a public transportation system of the Bi-State Development Agency.

This act provides that a person carrying a concealed firearm who possesses a valid concealed carry permit or endorsement shall not be prohibited from accessing or using any public transportation system. The person may not be harassed or detained for carrying a concealed firearm on the property, vehicles, or conveyances owned, contracted, or leased by such systems that are accessible to the public.

This act is substantially similar to SB 224 (2023) and HB 1462 (2022) and similar to provisions in SB 804 (2022).

LIFETIME OR EXTENDED CONCEALED CARRY PERMITS (Sections 571.030 & 571.205)

This act adds that a person with lifetime or extended concealed carry permits shall be except from the offense of unlawful use of weapons while carrying a concealed weapon in certain locations as provided in law. Additionally, this act adds that a person retired from judiciary service or a current or former member of the General Assembly shall be except from the offense of unlawful use of weapons while discharging a concealed weapon when such use is reasonably associated with the person's duties as provided in law.

These provisions are similar to provision in HB 1462 (2022).

CONCEALED CARRY PERMITS (Section 571.101, 571.117, 571.205, & 571.225)

Under current law, a person must be at least 19 years of age, unless he or she is a member of the United States Armed Forces, to apply for a concealed carry permit in Missouri. This act provides that a person need only be at least 18 years of age and either have assumed residency in Missouri or be a member of the United States Armed Forces to apply for a concealed carry permit.

Additionally, a person who has plead guilty to or entered a plea of nolo contendere to a felony or misdemeanor shall be eligible for a concealed carry permit and a lifetime or extended concealed carry permit.

This provision is identical to a provision in HB 1462 (2022) and HCS/HBs 359 & 634 (2021).

FIREARMS IN PLACES OF WORSHIP (Section 571.107 & 571.215)

Under current law, a person with a concealed carry permit is not authorized to carry a concealed firearm into certain locations as provided in law. This act repeals the provision that a concealed carry permit holder shall not carry a concealed firearm into any church or other place of religious worship without the consent of the person representing the religious organization.

This provision is identical to a provision in HB 1462 (2022) and HCS/HBs 359 & 634 (2021).

FIREARMS SAFETY TRAINING (Section 571.111)

This act adds that the requirement of firearms safety training for a concealed carry permit shall be satisfied if the person is serving as an active duty member in the Armed Forced, submits proof of receipt of a pistol marksmanship award, and passes certain requirements of a firearms safety course taught by a qualified instructor.

This provision is substantially similar to a provision in HB 1462 (2022).
