HCS HB 50 -- GEOGRAPHICAL INFORMATION SYSTEM DATA

SPONSOR: Coleman

COMMITTEE ACTION: Voted "Do Pass with HCS" by the Standing Committee on Conservation and Natural Resources by a vote of 13 to 0.

The following is a summary of the House Committee Substitute for HB 50.

This bill provides that no fee in excess of the reasonable replacement costs of materials provided be charged for sunshine requests related to geographical information system products.

This bill is the similar to HB 2361 (2022).

The following is a summary of the public testimony from the committee hearing. The testimony was based on the introduced version of the bill.

PROPONENTS: Supporters say that each local government sets its fees for GIS information differently. In addition, much of the GIS information collected by local agencies has been paid for by tax dollars. This bill would standardize the cost for anyone who requests the information.

Testifying in person for the bill were Representative Coleman; Missouri Confluence Waterkeeper; Preston Smith, Business Information Services, LLC; The Penman Group, Missouri 911 Service Board.

OPPONENTS: There was no opposition voiced to the committee.

Written testimony has been submitted for this bill. The full written testimony and witnesses testifying online can be found under Testimony on the bill page on the House website.
