Currently, the state and its agencies are required to award contracts to the lowest and best bidder, with preference going to Missouri companies when the qualify of performance promised is equal or better and the price quoted is the same or less. This bill permits preference to Missouri companies in state contracts when the bid is within 1% of the lowest bid.
