Current Bill Summary

HB 136 - This act prohibits a public institution of postsecondary education from taking adverse action against a belief-based student association, such as a political, ideological, or religious association, based on such association's viewpoints or its leaders' actions on the association's behalf. Specifically, a public institution of postsecondary education shall not deny a belief-based student association any benefit available to other student associations, including the use of the institution's facilities and communication channels. The mission, beliefs, and standards of conduct of a belief-based student association shall be interpreted and defined by the association. A belief-based student association may seek relief in a judicial or administrative proceeding against a public institution of postsecondary education that violates the provisions of the act.

This act is similar to HB 1724 (2022), SB 332 (2021), SB 761 (2020), HB 1926 (2020), SB 314 (2019), HB 837 (2019), provisions in SB 1022 (2018), and HB 2074 (2018).
