HCS/HB 805 - This act enacts provisions relating to road signage.

OUTDOOR ADVERTISING (Sections 226.540 and 226.550)

This act modifies the definition of "unzoned commercial and industrial land" to include lands in the same dimensions as existing "unzoned commercial and industrial land" located on the opposite side of a nonfreeway and noninterstate primary highway, irrespective of zoning and use. This definition shall not extend to land adjacent to an interstate or primary freeway highway. (Section 226.540).

This act also provides that the one-time $200 fee for an outdoor advertising permit shall be waived for permit holders owning the land on which an outdoor advertisement is placed, so long as the permit holder also owns the business being advertised and the business is located within 750 feet of the sign location. This act further specifies that the $100 biennial inspection fees shall be waived for such landowners. (Section 226.550).

These provisions are similar to SB 379 (2023), identical to SB 624 (2018), and similar to HB 1459 (2018), and HB 56 (2017).

BRIDGE AND HIGHWAY DESIGNATIONS (Section 227.299)

This act provides that beginning August 28, 2023, all costs associated with the designation of bridges or highways honoring deceased Missouri veterans who died in the line of duty, Missouri members of the Armed Forces who are missing in action, deceased Missouri law enforcement officers who died in the line of duty, or deceased Missouri firefighters who died in the line of duty shall be paid by the Department of Transportation.

These provisions are similar to provisions in the truly agreed to and finally passed CCS/SS/SCS/SB 127 (2023), provisions in the truly agreed to and finally passed CCS/SS/SB 139 (2023), provisions in SCS/HB 94 et al. (2023), and HCS/HBs 882 & 518 (2023).

CITY LIMIT SIGNS (Section 1)

This act requires that city populations shall be included on city limit signs.
