SJR 28 - Under current law, any constitutional amendment or new constitution takes effect when approved by a simple majority of the votes cast on the measure. Under this joint resolution, if approved by the voters, any constitutional amendment or new constitution takes effect when approved by both a simple majority of the votes cast on the measure statewide and a simple majority of the votes cast in a majority of the state representative districts. Additionally, no person shall be eligible to vote on any measure submitted to the people that amends, repeals, or replaces this constitution, whether submitted through the initiative petition process, by the General Assembly, or by a constitutional convention, unless such person is a legal resident of the state of Missouri and a citizen of the United States of America. This joint resolution is identical to SJR 33 (2023) and similar to provisions in SJR 2 (2023), SJR 10 (2023), SJR 17 (2023), HJR 18 (2023), HCS/HJR 30 (2023), and HJR 40 (2023). SCOTT SVAGERA
