Current Bill Summary

SB 1038 - This act enacts a 5 cent per kilowatt hour tax on electricity put into the battery of a motor vehicle from a public charging station, as defined in the act. The act contains a 10-year exemption from the tax for charging stations in operation prior to January 1, 2024. (Section 142.804).

Beginning January 1, 2027, alternative fuel decal fees for electric vehicles shall be periodically adjusted such that revenue from the decal fees is reduced by an amount equal to the revenue generated by the tax enacted under the act. (Section 142.869.3).

Lastly, the act creates an "Electric Vehicle Task Force", with membership and duties as detailed in the act. (Section 142.1001).
