Current Bill Summary

SJR 91 - This constitutional amendment, if approved by the voters, modifies various provisions relating to elections.

The amendment provides that only citizens of the United States over the age of 18 who are residents of Missouri and of the political subdivision in which they offer to vote are entitled to vote at all elections.

This provision is identical to a provision in the truly agreed to and finally passed SS/SJR 78 (2024).

The amendment creates new restrictions relating to foreign activity with respect to elections. Specifically, it shall be unlawful for:

· A government of a foreign country or a foreign political party to directly or indirectly make contributions in connection with an election in this state;

· A government of a foreign country or a foreign political party to directly or indirectly make an expenditure, independent expenditure, or disbursement for an electioneering communication, whether print, broadcast, or digital media, or otherwise, related to a candidate or ballot measure in this state;

· A person to solicit, accept, or receive a contribution or donation from a government of a foreign country or a foreign political party, in connection with a candidate or ballot measure; or

· A government of a foreign country or a foreign political party to sponsor an initiative petition or referendum petition.
