HB 76 -- Welder and Boiler Safety
This bill transfers the Board of Boiler and Pressure Vessel Rules within the Department of Public Safety to the State Fire Marshal's office and allows it to register welders and welding inspectors in this state. The State Fire Marshal is given the authority to hire the chief boiler inspector and deputies. The bill also creates within the state treasury the Boiler and Pressure Unit Inspection and Safety Fund. Monies collected will be used for administration and operation of the board. The bill allows manufacturers, contractors or owners to install or move boilers or pressure vessels when they obtain permission from the chief boiler inspector of Missouri. This provision does not pertain to routine maintenance and repairs. The bill also contains provisions regarding fees, aggrieved persons, and local ordinances.
