HB 115 -- School Finance
This bill changes the method by which revenues from certain fines resulting from vehicle weight and size violations are distributed to schools. Under current law, these fines are deposited in the County School Fund of the county where the violation occurs and are subsequently divided among the school districts of the county for deposit in their respective Teachers' Funds.
The bill establishes the Weight Limit Fines for Education Fund and requires proceeds from these fines to be deposited with the Department of Revenue. The department is directed to annually distribute these funds to all public school districts based upon their September membership count of pupils.
School districts are directed to establish Pupil Funds to receive disbursements from the Weight Limits Fines for Education Fund. Local school boards can spend monies deposited in the Pupil Fund to enhance the quality of education for all students but cannot use these funds for extracurricular or noneducational purposes.
