HB 117 -- Student Volunteer Corps Program
This bill creates the Student Volunteer Corps Program. Beginning in the fall of 1995, all full-time undergraduate students at public colleges and universities will be encouraged and expected to volunteer in community service activities for an average of 30 hours each academic year. Certain academic credit may be received for community service work, subject to procedures established by each college. The bill lists eligible activities but service is not limited to those areas listed.
The program will be administered by the Coordinating Board for Higher Education and the board will encourage all public institutions to participate. By December 1, 1995, each participating institution must establish a student volunteer corps task force composed of students, faculty, campus administrators, and community representatives. The task force is required to develop campus implementation strategies, encourage cooperation, promote the volunteer corps, and perform other coordination and promotional duties. The bill requires the Coordinating Board to make a report, including a recommendation for funding, to the General Assembly by January 15, 1996.
