HB 206 -- PROPERTY ASSESSMENT PROCEDURE

COMMITTEE ACTION: Voted "do pass" by the Committee on Municipal Corporations by a vote of 9 to 5.
Current law requires the St. Louis City assessor to assess personal tangible property at 25% above its value when a return is not filed by the owner of the property. This bill changes the requirement to permission.
FISCAL NOTE: Blind Pension Fund - Loss-Personal Property Tax Penalties of $0 to $3,000 in FY 96, $0 to $3,000 in FY 97, & $0 to $3,000 in FY 98.
PROPONENTS: Supporters say that currently a person must appear before the assessor in order to waive the mandatory penalty. This bill gives the office some discretion.
