HB 235 -- SOIL AND WATER DISTRICTS COMMISSION

COMMITTEE ACTION: Voted "do pass" by the Committee on Agri-- Business by a vote of 11 to 0.
This bill adds a member to the current 5 member State Soil and Water Commission and requires that the new member be engaged in farming. The additional member will be appointed by the Governor before January 1, 1996, for a term which expires concurrently with the expiration of the membership which was first appointed for a term of one year.
FISCAL NOTE: No impact on state funds.
PROPONENTS: Supporters say that this bill provides equity in the number of commissioners north and south of the Missouri River.
Testifying for the bill were Representatives Legan and Prost; and Missouri Farm Bureau.
OPPONENTS: Those who oppose the bill say that the commission functions fine the way it is and does not need to be modified.
Testifying against the bill was Merle Dottie, Past member of the Soil and Water Districts Commission.
