HB 272 -- Public Service Commission Regulation of Power Lines
This bill gives the Public Service Commission jurisdiction over the construction of electrical power lines proposed by regulated utilities. The commission is directed to establish application procedures and requirements related to certification of new power lines designed to operate at 69 kilovolts or higher. Application procedures must include justification for construction, a description of the proposed power line and at least two alternative routes, an environmental and health report, and a summary of any applicable studies.
The bill requires the commission to hold public hearings and to notify property owners within 1,000 feet of the proposed power line before issuing a decision on certification.
The commission's jurisdiction is currently limited to construction of power lines within regulated utilities' service areas.
