HB 275 -- POLICE DEPARTMENT PERSONNEL BOARDS

COMMITTEE ACTION: Voted "do pass" by the Committee on Local Government and Related Matters by a vote of 13 to 2.
In third class cities with a merit system police department, a personnel board must be created that supervises appointment and promotion procedures, and grants hearings to police employees facing suspension, demotion, or discharge. This bill establishes that this board will have no more than 6 members and that it need not have an equal number of Republicans and Democrats.
FISCAL NOTE: No impact on state funds.
PROPONENTS: Supporters say ideal prospective candidates to be members of the police board are reluctant to seek the appointment because they do not want to identify themselves with a political party.
Testifying for the bill were Representative Klumb; and Missouri Municipal League.
OPPONENTS: There was no opposition voiced to the committee.
