HB 323 -- COMMUNITY ACTION AGENCIES

COMMITTEE ACTION: Voted "do pass" by the Committee on Children, Youth and Families by a vote of 11 to 3.
This bill removes the prohibition on using general revenue funds or in-kind services for community action agencies.
FISCAL NOTE: Cost to General Revenue Fund of $0 to $12,286,810 in FY 96, $0 to $14,570,000 in FY 97, & $0 to $14,570,000 in FY 98 -SUBJECT TO APPROPRIATION -.
PROPONENTS: Supporters say that the bill is necessary to preserve funding for community action agencies because federal moneys that would normally go to community actions agencies could become part of a federal block grant to the state of Missouri.
Testifying for the bill were Representative Dougherty; and David Thayer, Executive Director of the Human Development Commission.
OPPONENTS: There was no opposition voiced to the committee.
