HB 332 -- Urban Redevelopment

This bill modifies the definition of "blighted area" as used in the statutory provisions for tax increment financing and urban redevelopment. The bill defines blighted areas in terms of the termination of healthy growth and development, and declining property values. This simplified definition replaces the existing definition, comprised of specific factors which represent an economic or social liability, which erode the provision of housing, or which pose a menace to public health, safety, morals or welfare.
