HB 374 - This act will require any state agency which acquires real or personal property in any political subdivision through condemnation, purchase, gift, lease, sale or otherwise to be subject to, and comply with, all the requirements for building permit, and fire, safety and zoning codes of the subdivision.
A political subdivision shall waive imposition of any fee against any state agency for any inspection or permit required by this section.

SA 1 (CASKEY & HOWARD) - THIS AMENDMENT MODIFIES CHAPTER 536, RSMO, ADMINISTRATIVE PROCEDURE AND REVIEW AND CHAPTER 621, RSMO, ADMINISTRATIVE HEARING COMMISSION. 536.024 - ADDS A 5TH RULE SUSPENSION STANDARD OF "ARBITRARY AND CAPRICIOUS". EXEMPTS PSC AND LABOR AND INDUSTRIAL RELATIONS COMMISSION FROM THE PROVISIONS OF 536.024. 563.025 - REQUIRES THAT EMERGENCY RULES BE FILED WITH, AND APPROVED BY, THE JOINT COMMITTEE. 536.060 - MATTERS INVOLVING LICENSEES AND LICENSING AGENCIES (SECTION 621.045) MAY BE INFORMALLY RESOLVED. AGENCIES WHICH HEAR CONTESTED CASES MAY PROMULGATE RULES TO ALLOW PARTIES TO OBTAIN DISCOVERY SIMILAR TO SUPREME COURT RULES FOR CIVIL ACTIONS IN CIRCUIT COURT. CERTAIN DISCOVERY EXEMPTIONS ARE DETAILED. LASTLY, THE STANDARD, AMENDED JCAR LANGUAGE IS DETAILED. 621.045 - ADDS MISSOURI DENTAL BOARD AND DEPARTMENT OF INSURANCE TO LIST OF LICENSING AGENCIES UNDER THE AHC's JURISDICTION. ADDS PROVISIONS TO ENCOURAGE THE INFORMAL SETTLEMENT OF LICENSING DISPUTES. SA 2 (HOUSE) -- ADDS "STATE COLLEGES AND UNIVERSITIES, INCLUDING TWO-YEAR COLLEGES" TO LIST OF STATE AGENCIES THAT MUST COMPLY WITH LOCAL ZONING AND PERMIT REQUIREMENTS. SA 3 (SINGLETON) -- EXEMPTS REAL PROPERTY ACQUIRED FOR THE CONSTRUCTION OF STREETS, HIGHWAYS AND BRIDGES.
