HB 388 -- Watercraft Safety

This bill contains provisions pertaining to crimes involving watercraft and related criminal investigation procedures.
If any person dies within eight hours of and as a result of a watercraft accident, the coroner is required to report the death and circumstance of the accident to the State Water Patrol.
A speed limit of 30 miles per hour is imposed between one-half hour after sunset and 4:00 am the following day. Leaving the scene of a vessel accident is made a Class A misdemeanor, or for prior offenders and when injuries result a Class D felony. The muffler requirements for boats are rewritten. No person may position a vessel to obstruct the normal flow of water traffic.
Toxicology reports from vessel accidents will go to the Missouri Water Patrol. Watercraft livery records will be made available to any law enforcement officer.
