HB 436 -- VOLUNTEERS IN STATE PARKS

COMMITTEE ACTION: Voted "do pass" by the Committee on State Parks, Recreation, and Natural Resources by a vote of 9 to 0.

This bill authorizes the Division of State Parks to establish a volunteer program. State park volunteers are considered unpaid employees. They are provided legal expense and liability protection and may also be reimbursed for travel and other expenses.

FISCAL NOTE: Estimated Net Effect to Legal Expense Fund of $0 in FY 96, $0 in FY 97, & $0 in FY 98. Estimated Net Cost to State Parks Sales Tax Fund of $0 to $54,527 in FY 96, $0 to $68,704 in FY 97, & $0 to $72,139 in FY 98.

PROPONENTS: Supporters say that volunteers are of great benefit to the state park system and participation in the volunteer program should be encouraged. This bill clarifies the role of volunteers and protects them from liability concerns.

Testifying for the bill were Representative Koller; Missouri Division of State Parks; Sierra Club; and the Conservation Federation of Missouri.

OPPONENTS: There was no opposition voiced to the committee.
