HB 514 -- Southwest Missouri State University
This bill designates Southwest Missouri State University as a metropolitan university, with a mission focusing on teaching, health care, business and economic development, performing arts, and public affairs. The Board of Regents is abolished and is replaced with a Board of Governors, organized in the same way as the University of Missouri Board of Curators. Southwest's board will be comprised of 7 voting and 3 nonvoting members, appointed by the Governor, with the advice and consent of the Senate. Requirements and qualifications for board member appointment are outlined. Within 12 months of the effective date of this bill, the Board of Governors is to submit a three-year plan to the Coordinating Board for Higher Education, outlining admission requirements, program changes, performance goals, assessment measures, and fees. Any proposed new degree programs in the three-year plan must be approved by the Coordinating Board.
