HB 579 -- MISSOURI HOUSING COMMISSION PUBLIC HEARINGS

COMMITTEE ACTION: Voted "do pass" by the Committee on Local Government and Related Matters by a vote of 16 to 0.
This bill requires the Missouri Housing Commission to conduct a public hearing 30 days before acting on a multifamily rental housing request. When the date is fixed all residents of the city or county must be notified by publication in a newspaper of general circulation 2 weeks before the hearing. Any interested party may express opposition or support of the proposed action of the commission.
FISCAL NOTE: Estimated Net Increase on General Revenue Fund of $522 in FY 96, $642 in FY 97, & $659 in FY 98.
PROPONENTS: Supporters say that although HB 1766, passed in 1994, required the Housing Development Commission to contact the chief elected official of a city or county about proposed developments, abuses remain in the system. This legislation will help prevent certain unwanted development.
Testifying for the bill were Representative Oetting; the Mayor of Lexington; and 2 residents of Lexington.
OPPONENTS: There was no opposition voiced to the committee.
