HB 711 -- Nursing Care Reimbursement
Current law provides for annual adjustments (termed trend factors) to the per diem rate paid by the state to facilities for nursing care services. This bill specifies that the trend factor is to be determined by negotiations between the Department of Social Services and the providers. The trend factor is intended to negate the effects from increases in costs to the providers, such as inflation. The trend factor used may not exceed the federal Health Care Finance Administration's health care cost index for that year. These provisions are effective July 1, 1995.
In addition, the bill deletes the section in current law that certain intermediate care facilities are not subject to the reimbursement provisions for nursing care services.
