HB 714 -- Public Administrators
This bill grants an annual compensation of $4,000 to public administrators regardless of whether or not the public administrator receives at least $25,000 in fees. The $2,000 compensation a public administrator receives for the annual completion of 20 hours of training will be in addition to, instead of part of, the $4,000 compensation. All expenses incurred by the public administrator for attending the training session will be reimbursed.
The public administrator is added to the county salary commission. The minimum value of the bond into which a public administrator must enter is raised from $10,000 to $50,000. The bond will be paid for by the county. A county will provide its public administrator with the supplies necessary for the administrator's duties. Any public administrator, regardless of county, may delegate certain responsibilities to any of his or her appointed deputies.
The public administrator of a second or third class county may appoint a person to act as public administrator in his or her absence, and will be entitled to hire one secretary if the office handled 40 cases the previous year. If the caseload exceeds 85 cases, the public administrator may hire additional assistance. The secretary's salary will be paid for by the county, which will be reimbursed by the commissioner of administration.
