HJR 3 - Currently, Article IX, Section 7 of the Missouri
Constitution requires that the clear proceeds of all penalties,
forfeitures and fines collected for any breach of state penal
laws shall be distributed to the public schools. This resolution
would submit a constitutional amendment which, if adopted by
Missouri voters, would provide that fifty percent of such funds
shall be placed in a state fund and appropriated for training of
peace officers and for distribution to state, county and
municipal law enforcement agencies and prosecuting and circuit
attorneys. The remaining fifty percent shall be distributed to
public schools.
