HJR 23 -- Taxation
This amendment to the state constitution requires a four-- sevenths majority vote by the General Assembly to enact any tax or fee increase. In addition, the amendment requires a four-- sevenths favorable majority of the qualified voters of the state to enact any statewide tax or fee increase. Currently, the constitution requires a simple majority by the General Assembly or the voters to approve an increase in taxes or fees.
