SCS/HJR 25 - This joint resolution if passed by the General
Assembly and approved by the voters would have the effect of
removing the prohibition on the granting of public moneys or the
lending of public credit for private persons, associations or
businesses as long as the granting of public moneys or the
lending of public credit is for a public purpose.
