HS/HCS/SS/SS/SB 488 - This act would allow Missouri's community colleges, state colleges and universities to establish child development training centers and offer courses and programs in child development. This act also makes changes to adult orders of protection and to the number of members on the Children's Trust Fund Board.

CHILD DEVELOPMENT TRAINING CENTERS. Each child development training center shall be a child care center established to provide child care during the day and variable hours including evenings and weekends, primarily for the children of students who are 18 and over. At least 50% of the child care slots shall be available to students demonstrating financial need.

A Board of Directors shall be established for each child development training center, consisting of the President of the learning institution, the student body president, the chair of the department participating in the center, and one client for each 25 children enrolled in the center. The Board of Directors shall select a Director for the child development training center.

Each center may charge fees for the care and services it provides. Each Board of Directors shall establish ways to encourage access to the center for students with financial needs, including a sliding scale fee. The Board is allowed to accept grants, gifts, donations and other public and private sources of income to support the center. The center may also be partially funded from student activity and service fees.

The Coordinating Board for Higher Education shall adopt rules for the establishment, operation and supervision of the child development training centers.

CHILDREN'S TRUST FUND BOARD. The Board, currently composed of 15 members, is increased to 18 members. The three additional members are all public members.

ADULT ORDERS OF PROTECTION. This act makes the following changes to adult orders of protection:

1. Requires the Supreme Court to develop guidelines for the filing of a petition for an order of protection on holidays, evenings and weekends, and requires courts to follow these guidelines.

2. Requires a court to issue an order of protection for a period of time that the court deems appropriate between 180 days and 1 year. A petitioner may file for a renewal of the protection order twice, and the order of protection may be renewed for a period of time the court deems appropriate between 180 days and 1 year on each motion.

3. Requires a court to order child custody, visitation and child support when the court issues an order of protection. Currently, a court is authorized, but not required to make such orders.

The position of Referee of the Juvenile Division of the Circuit Court shall be reclassified as a Commissioner of the Family Court on August 28, 1996.

The provisions of this act dealing with child development training centers are identical to SB 554.
