To amend chapter 386, RSMo, by adding one new section relating to heating energy programs for low income persons.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF MISSOURI,

AS FOLLOWS:

Section A. Chapter 386, RSMo, is amended by adding thereto one new section to be known as section 386.286, to read as follows:

386.386. 1. The provisions of subsections 2 and 3 of section 393.130, RSMo, to the contrary notwithstanding, the public service commission is authorized to approve heating energy programs and rates for low income public utility customers.

2. All state agencies shall cooperate with the public service commission and any public utility in the execution of such programs.
