                              FISCAL ANALYSIS

ASSUMPTION

Officials of the Missouri House of Representatives and the Missouri Senate
stated that this proposal would not affect their agencies, fiscally.

Officials of the Missouri State Employees Retirement System stated that the
proposal would not affect enough persons to have measurable impact on the
System.

Advertisement costs for the proposal would be $45 per newspaper column inch
for the text of the proposal, the introduction, title, fiscal note summary,
and affidavit.  The proposal would be on the ballot for the November 1996
general election.

DESCRIPTION

This proposal would:

1)  beginning with the 1998 election, change the length of terms for state
senators (from four to six years) and state representatives (from two to four
years),
2)  provide for election of one-half of the House of Representatives and
one-third of the Senate every two years,
3)  limit service, after December 4, 1992, in either chamber of the General
Assembly to twelve years (currently the limit is eight years), and
4)  provide rules for counting service for partial terms against the service
limits.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
