                              FISCAL ANALYSIS

ASSUMPTION

The Department of Labor-Employment Security(ES) stated the that a small
savings would be realized by the Unemployment Trust Fund due to this proposal
making it more probable that striking workers would be unable to receive
unemployment benefits. Unemployment benefits are  paid to workers involved in
a work stoppage if the employer does not experience a substantial reduction
in work. Consequently, prohibiting replacement workers would make it more
likely that a reduction in work would occur and thus the workers involved in
the work stoppage would be ineligible for unemployment benefits. ES states
the savings will be less than $100,000 annually.

The Department of Labor-Commission on Human Rights, Division of Labor
Standards, and State Board of Mediation stated that the proposed legislation
will have no fiscal impact.

The Office of State Courts Administrator and the Office of Administration
stated that the proposed legislation will have no fiscal impact.

The Office of the Attorney General  stated that the proposed legislation will
have no fiscal impact.

DESCRIPTION

This proposal prohibits the replacement of striking workers.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
