                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Social Services and the Office of
Administration's Division of Budget and Planning stated that passage of this
amendment would not have direct fiscal impact on state government or local
governments.

Oversight notes that there could be some additional costs involved in
establishing a new department (e.g.'s salary for a department director would
be higher than for a division director, costs of establishing a department
directors office, new stationary), but assumes those costs would depend upon
enabling legislation. (Personnel costs appropriated for the Division of
Insurance for FY 1991 were $2,323,433, costs appropriated for the Department
of Insurance for FY 1992 were $3,065,904.)

Advertisement costs for the proposal would be $1,220 per column inch for the
text of the proposal, the introduction, title, fiscal note summary, and
affidavit.  The proposal would be on the ballot for the November 1996 general
election.

DESCRIPTION

This proposal would create a Department of Aging in the executive branch. All
statutory references to the Division of Aging (in the Department of Social
Services) would mean the Department of Aging.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
