ASSUMPTION

Officials from the Missouri Ethics Commission and the Office of State Courts
Administrator assume the proposed legislation would have no fiscal impact on
their agencies.

DESCRIPTION

The proposed legislation would remove the automatic exemption from disclosure
reporting requirements for certain judicial candidates who spend less than
$1,000 in total or $250 per contributor.  The proposal would require that
judicial candidates include in their disclosure reports the names and
addresses of committees to which the candidates have given approval to run
advertisements for them.  Then, the committees sponsoring advertisements
which contain statements of approval would be required to file disclosure
reports listing the names and addresses of such candidates and the amounts
spent on advertisements.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
