FISCAL ANALYSIS
ASSUMPTION
Officials of the Missouri Veterans Commission and the Missouri Gaming
Commission assume that this proposal would have no fiscal impact to their
agencies.
Oversight assumes that there would be a long-term fiscal impact due to this
proposal. Current law states that beginning July 1, 2000, the remaining
unencumbered Gaming Commission funds will be transferred to the state General
Revenue Fund. If this proposal were enacted, beginning July 1, 2000, the
remaining unencumbered Gaming Commission funds would be transferred to the
Veterans' Trust Fund. The long-term loss to General Revenue Fund and the
long-term income to the Veterans' Trust Fund would result in a zero net
effect to all state funds.

DESCRIPTION
This proposal would change the name of the Veterans' Homes Capital
Improvement Trust Fund to the Veterans' Commission Capital Improvement Trust
Fund and would expand the allowable uses for monies in that fund to include
construction of veterans' cemeteries in Missouri. Beginning July 1, 2000,
this proposal would also allow the remaining unencumbered funds to be
transferred from the Gaming Commission Fund to the Veterans' Trust Fund
instead of General Revenue Fund as current law provides.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
