ASSUMPTION
Officials of the Offices of the Attorney General, State Public Defender,
Prosecution Services and the Department of Public Safety - Missouri State
Highway Patrol assume that this proposal would have minimal or no fiscal
impact to their agencies.
Officials of the State Courts Administrator (COURTS) stated that in FY 94
there were a total of three convictions/guilty pleas for the crime of making
a false bomb report; therefore, COURTS officials assume that this proposal
would not cause an increase in the workload of their agency.
Officials of the Department of Corrections (DOC) assume that the proposed
legislation would result in few, if any, convictions that actually result in
incarceration and therefore would have no fiscal impact to their department.
DOC officials also assumed that information that their department would be
responsible for relaying would be minimal and therefore would have no fiscal
impact to their agency.

DESCRIPTION
This proposal would change the crime of making a false bomb report from a
class A misdemeanor to a class C felony. It would also require anyone
convicted of making a false bomb threat since January 1, 1979 to register
with the police. Registration information would be available to courts,
prosecutors, law enforcement officials and current or prospective employers.
Department of Corrections would be required to notify an individual convicted
of making a false bomb report of his possible duty to register with police.
Failure to register would be a class A misdemeanor.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
