ASSUMPTION

Officials of the following agencies indicate that this legislation would have
no fiscal impact to them:  St. Louis Regional Convention and Sports Complex
Authority, Jackson County Sports Complex Authority, Jackson County, and the
Office of Administration (OA).

OA officials stated that this legislation has no explicit fiscal impact.  It
could result in a positive fiscal impact to the state if it precludes the use
of state funds to build sports/convention facilities beyond FY 98.

DESCRIPTION

This proposal states that there shall be no appropriations to any convention
and sports complex fund after June 30, 1997, unless construction moneys were
appropriated to the fund prior to July 1, 1997.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
